As discussed today, this PR moves the 'Requirements for processing modules' section from here (https://github.com/iiasa/ixmp-server-docs/blob/e9ec7fcb8abcf534f91c71771aba4fc3ecf6bdae/source/scenario_processing.rst) to this repo.

The scenario-databases pageboy already quite long, so I suggest to move to an own sub-page like “Modular Scenario Processing”

@phackstock, now that we have a User Guide section, can you move this page to a sub-page there?

@phackstock, a discussion yesterday reminded me that this PR was still pending. I resolved the merge conflicts and implemented my earlier comment directly - please take a final look and merge.
